The IXP members can be ISPs, universities, operators of electronic communications services, content providers, government bodies, large companies etc., against fulfilling minimum technical requirements.

Each operator-provider participating in the exchange of Internet traffic through the connection point will be responsible for securing and later maintaining the access medium to the IXP communication center.

In addition, the provider-operator is responsible for the procurement, installation and maintenance of the communication equipment intended to connect to the IXP, regardless of whether it is located at the provider-operator or is located at the IXP.

The operator is obliged to familiarize himself with the technical characteristics of the equipment recommended by IXP before purchasing and installing the equipment and, if necessary, consult with him.

When connecting the operator to the IXP, the operator is obliged to reserve an L3 device with an adequate module for connection to the IXP. The L3 device must support BGPv4, IPv4, and IPv6 addressing.

In the first phase, it is possible to connect the operator with IXP exclusively via singlemode optical fibers, with adequate timing depending on the required capacity of the link (100Mbps, 1Gbps and 10Gbps).

For operators who install their active equipment in IXP premises, connection can be enabled using the 1000baseT interface.

One of the technically unavoidable prerequisites for connecting to IXP is that the interested legal entity, registered in Montenegro, has a computer network registered as an autonomous system (AS) with a unique AS number (ASN). As registration is done according to valid procedures at the competent institution (for Europe it is RIPE).
